Caughlin Ranch community divided over new HOA proposals on flags and holiday decor

Reno, Nev. (News 4 & Fox 11) — The Caughlin Ranch Homeowners Association rewrote its rules and regulations to propose only allowing holiday decorations that are recognized federally or by the state of Nevada.

It also proposed that only American or military flags be flown, unless other flags or decor are approved by the board. But now, after some residents' push-back, the proposals are on hold.

Residents who News 4-Fox 11 talked with are not happy about the proposal.

"That's bothersome. That's kind of militant," said Caughlin Ranch resident Laura Morrow.

The changes were made to the revised rules and regulations at the last board meeting in September.

If the board goes through with the changes, residents could decorate for Christmas and Thanksgiving because they are federally recognized holidays. But Easter, Valentine's Day and Halloween are not federal holidays. Residents would need approval from the board for other decorations or flags for spring, fall or for Ukraine, for example.

Kwanza and Hanukkah are also not federally recognized holidays.

"I think that that's a holiday, if people want to express themselves, I'm comfortable with that," said Caughlin Ranch resident Pam Brandman.

Most people News 4-Fox 11 talked with do not support the proposed changes. But longtime Caughlin Ranch resident, 96-year-old Edgar Kleiner thinks it's a good idea.

"That's fine with me. I don't think it's unreasonable at all. But because I think that 99% of those decorations are a terrible waste of plastic," he said.

Kleiner also thinks flags should be limited to military and American flags.

"Let's just have the legitimate flags, which is an American flag. I'd rather not have a Confederate flag in my driveway," he said.

The HOA declined an on-camera interview but over the phone, board G.M. Lisa Nunley said the board has been looking at the proposals since 2023 and the board has not made any decisions. It will address any potential changes at an upcoming meeting.
